Plumber Service Area in and Around South Saint Paul, MN
South St. Paul is home base. From the Concord Exchange office, our 24/7 line also dispatches to five nearby towns in Dakota and Washington counties.
Each town page covers its own water supply, sewer rules and permits.
Every town sets its own rules for sewer laterals, sump pumps and permits. A plumber who knows those differences saves you a surprise at inspection or at the sale of the house. The pages below pull out the rules that matter in each place.

What changes from town to town
In West St. Paul, drinking water comes from St. Paul Regional Water Services, and selling a home starts a city sewer lateral process with a free camera inspection. Domestic water plumbing permits go through the water utility.
Inver Grove Heights draws from city wells and reports some of the hardest water on this list, at 20 to 22 grains per gallon. Part of the city is on septic, which we do not service, so we cover the plumbing inside the house.
Mendota Heights bans clear water in the sanitary sewer, which makes sump pump and downspout discharge a code question as well as a comfort one. The owner is responsible for the sewer service to the main.
Newport and Cottage Grove sit in Washington County. Newport requires a point-of-sale sewer lateral inspection and has a sewer built in 1965 with clay pipe. Cottage Grove reports water near 17 grains per gallon, and city code makes the owner responsible for the sewer line and the water line to the curb stop.
South St. Paul itself
South St. Paul is also where the rules are best documented, so we start from them. The city reports typical water hardness near 18 grains per gallon, and it says the owner is responsible for the private sewer and water lines from the building to the main. That shapes the way we price a repair and the way we advise you on a sale or an inspection.
Inside the city, our work follows the same patterns that shape the rest of this site: older housing above the bluff, hard municipal well water and a private sewer line that belongs to the owner. See our drain cleaning, leak detection and water heater repair pages for how we handle the most common calls.
How to choose the right town page
Our office sits at the Concord Exchange in South St. Paul, and the 24/7 line is answered there at every hour, on every day of the year. Dispatch decides which plumber to send based on the problem and the schedule, not on which town you live in, so a burst pipe in Cottage Grove gets the same priority as one in South St. Paul.
Start with the town where the property sits, not where you work or where the plumber is based. Each page lists the ZIP codes we verified for that town, the water supply and what the city says about hardness, the sewer rules that affect a sale or a repair and the permit office that handles plumbing work.
If your home is near a town line, check both pages. Rules can differ across a street, and a ZIP code does not always match a city boundary. Call with your address and we will tell you which rules apply and how soon a plumber can arrive. Emergency calls get same-day appointments when available.
The service pages work the same way in every town. See sewer line repair for failing lines, sump pump service for spring flooding and water heater replacement for a failed tank.
